Governance

Governance and related parties

How IPIIR is governed under its charter and Russian law on non-profit organisations. The Institute discloses its related parties publicly — standard practice for academic and regulatory transparency.

The Institute was founded in May 2026 by three individuals — practitioners of applied AI, software development and regional entrepreneurship.

Public council

A collegial body that keeps the Institute connected to industry and to the wider public. Academic degrees are not required: it is made up of practitioners and leads of individual industry strands. At the launch of this site the council seats two of the co-founders.

Dzhafer Dzhemilev
Co-founder, director of development

Responsible for industry relations, the partner network and the growth of the Institute.

Ivan Kovnev
Co-founder, lead for the hospitality strand

Leads the hospitality cross-section within the applied robotics research line.

Academic council

Being formed. The body will be filled with holders of doctoral degrees as participants are recruited. Until it is in place, the Institute states plainly that the academic council is still being formed, rather than implying academic credentials it does not yet have.

Related-party disclosure

Related parties

The Institute publicly discloses material ties to contractors and affiliated organisations. In academic and regulatory practice such disclosure is mandatory. IPIIR follows a simple rule: better to mention it once too often than to stay silent.
